Reset OPA Admin Password Fails with Error "Connection failure. SQL error occurred getting connection" (Doc ID 2885493.1)

Symptoms

Using command bellow to reset password fails with following error:




The issue can be reproduced at will with the following steps:
1. Execute command: .\admin.cmd reset_password -name=opadev -dbtype="oracle" -dbconn="<hostname>.<domain>:<port>/<service>" -dbuser=OPADEVUSER -dbpass= -resetpass="<Password>"
2. Fails with error "Error setting password for user admin. Connection failure. SQL error occurred getting connection"
