In FlexOPS, Mouse Cursor Spins For Several Minutes When SCADA Device Operation Is Not Authorized (Doc ID 2886063.1)

Symptoms

On : 2.5.0.1.0 version,

Customer has a specific user-type for SCADA operations.
If an operator attempts to operator a SCADA device and is not authorized for SCADA actions, they get a popup informing them that they are not authorized.
Unfortunately the mouse cursor is stuck in the "busy" spinning circle for about 3 minutes, at which point, a timeout occurs and the cursor returns to normal.

FlexOPS is still useful during this time.  The operator can edit events, place notes, and operate other non-SCADA devices.

The issue can be reproduced at will with the following steps:
1. As a non-scada-authorized user, attempt to perform a SCADA operation
2. Observe the popup warning
3. Attempt to clear the popup, and wait for 3 minutes for it to go away.
