Symptoms

When attempting to launch PS Plan, the following error occurs.

Failure populating reference tables. Exception message: ERROR AT: INSERT INTO msc_int_alt_res
ORA-01476: divisor is equal to zero

The issue can be reproduced at will with the following steps:
1. Create and launch PS plan
2. Select View Request form and observe the status for Launch PS Plan ends in an error
