FCCM and EDQ times of response for CSRT are very high.

Steps to reproduce:
Step1: Login to TF application.
Step2: Post MT202COV message.
Step3: Check the response time of MT202COV.

Expected result: MT202COV message posting response time should be less.
Actual result: MT202COV message posting response time is high (1-2 minutes).
