Symptoms

On : 12.0.0.4.0 version, Business Configuration

ConfigLoader is not coming up after Patch Set (PS) 4 Upgrade, and below error is in configLoader.log:

The issue can be reproduced at will with the following steps:
1. Upgrade Elastic Charging Engine (ECE) to PS4.
