GUI Affecting CASE_DOSE_REGIMENS Table? (Doc ID 2891638.1)

Goal

In Argus Version 8.2.X, there have been some changes in the way the Argus UI interacts with the CASE_DOSE_REGIMENS.LAST_UPDATE_TIME and CASE_PRODUCT.LAST_UPDATE_TIME fields that is different from previous versions.

Tested on Support 8.2.3.1:
1. Open a case with data in the Dosage Regimens section
2. Clicked on the Products tab (No Changes)
3. Clicked on the Regulatory Reports tab (No Changes)
4. Saved the Case
5. Closed the Case with the save option
6. The CASE_DOSE_REGIMENS.LAST_UPDATE_TIME and CASE_PRODUCT.LAST_UPDATE_TIME fields for this Case were update with this new Date/Time stamp

Repeated the same test on 8.1.2.5 environment and there were no changes to the CASE_DOSE_REGIMENS.LAST_UPDATE_TIME and CASE_PRODUCT.LAST_UPDATE_TIME fields for the Case.
