Update to Filters Not Reflected After Bulk Filter Upload Ends With Zero Return Code (Doc ID 2891673.1)

Symptoms

On OFSAAI 8.1.1.1, the Bulk Filter Upload Ends with Zero Return Code but no records in AAI_UTILS_AUDIT_DETAILS.

Ran a Bulk Filter upload and it ended with Zero return code. Started and stopped records for the run are in the AAI_UTILS_AUDIT table, however no records are written to AAI_UTILS_AUDIT_DETAILS. The expected changes to the filters are not completed when checking in the UI.

The $FIC_HOME/logs/FUSIONSUBSYSTEMSService.log does not have any errors, but the rows have null instead of actual Filter ID:
