On OFSAAI, the Bulk Filter Upload Ends with Zero Return Code but no records in AAI_UTILS_AUDIT_DETAILS.

Ran a Bulk Filter upload and it ended with Zero return code. Started and stopped records for the run are in the AAI_UTILS_AUDIT table, however no records are written to AAI_UTILS_AUDIT_DETAILS. The expected changes to the filters are not completed when checking in the UI.

The $FIC_HOME/logs/FUSIONSUBSYSTEMSService.log does not have any errors, but the rows have null instead of actual Filter ID:

[23-08-22 13:37:56,031 GMT PM] [DEBUG] [APP] [AMHM] [NA] [FILTERMEMBERUTIL] Hierarchy Filter Row no: 424 Read Values are: filterId: filterName: Hierarchy_Filter_Test Comp hierarchyId: 200055 hierarchyName: INCURRED_ORG_HIERARCHY Member: 7038621 MemberName: S5-Strategic Program

This has previously worked successfully.
