Goal

On : 12.0.0.4.0 version, Rating business logic

After setting up active active HA-DR setup. Federation is started then the federation is not able to complete.
State of federation is as below

[IDLE:48, CONNECTING:51]

[CONNECTING:38, IDLE:61]
