Hits are not generating for pacs.009.001.08 in TF (Doc ID 2895165.1)

Steps to reproduce :

Step 1 : Import the configuration for pacs.009.001.08

Step 2 : Post the message and check for alerts

Step 3 : Check matches are generated when both address and street name is present

Expected result :

Matches must be generated when both are used

Issue Encountered :

Hits are not generating for Pacs.009.001.08.

Combining both streetname and AdrLine, it's not generating the hit due to concatenated with comma (,)
