Domestic Rating Failing With FindZone() Error When Cell_id Is Null (Doc ID 2895944.1)

Symptoms

In Billing and Revenue Management patch set 4 Interim Patch 2 (BRM PS4 IP2) customer have observed that domestic rating is failing with below error when cell_id is null

Customers are not having any rating configuration based on cell_id hence having this cell_id mandatory is not expected



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
a. Create customer with Global System for Mobile communication (GSM) service
  b. Pass Call Details Record (CDR) with field value as null which maps to GSM_INFO.CELL_ID
