'Failure Of Web Server Bridge:' Error When Launching The Oracle Clinical Application. (Doc ID 2896346.1)

Symptoms

1)
The following error appears when trying to launch the Oracle Clinical application (seemed to surface after applying Techstack CPU patches / prior to that it was possible to access the application):

Failure of Web Server bridge:
Invalid configuration details. Cannot continue.

OC Application Server: the following errors appear in the 'C:\Oracle\Middleware\Oracle_Home\user_projects\domains\FRDomain\servers\ohs1\ohs1.log' file:
