To Do Not Getting Created For C1-FTRAN Batches.

Symptoms
On RMB v2.9.0.1.0, To Do not getting created for C1-FTRAN batches.
ACTUAL BEHAVIOR
----------------------------
The duplicate version of C1-FTRAN batches were attached to the To Do Types on the "Creation Process" field and in case of any errors a todo was getting generated but for past one month that has stopped generating to dos. Other batches which are attached to the todo type same way are generating To Dos just that in the ci_td_entry table the batch_cd column is not getting populated in their cases.
EXPECTED BEHAVIOR
---------------------------------
A new ToDo should get generated when there is any error.
STEPS
-----------------
1. Create a To Do Type and attach the C1-FTRAN batch in it's creation process field.
2. Create a feed file which when processed will go into error for record mismatch or some kind of FRT generic error scenraio.
3. For every error ideally To Do should be created of Type which was created in Step 1.
