Same Policy Counter Is Returned Multiple Times In SLA (Doc ID 2898187.1)

Symptoms

On Oracle Communications Elestic Charging Engine (ECE) 12.0.0.5.0 version, when a Policy Counter is defined in policy specifications/Offer profiles of multiple charge offers or discounts of a bundle, the Policy Counter is returned multiple times

Steps:

1. Created a bundle with below products and discounts.
  - charge offer to grant data
  - Discount to grant daily data/quota for each zone. Offer profile <OP1> is configured to notify when policy counter (<PC1>) status updated to Inallowance (-2)
  - Discount to rate usage
  - Discount to update policy counter (<PC1>) to OuOfAllowance (-1) when data is completed. Offer Profiles <OP2>

2. Created a account with above bundle and two more bundles.

3. When SLR request is passed, SLA is returned with two entries of <PC1>
  Policy-Counter-Status-Report (2903,VM,v=10415,l=48) =
  Policy-Counter-Identifier (2901,VM,v=10415,l=20) = <PC1>
  Policy-Counter-Status (2902,VM,v=10415,l=16) = None
  Policy-Counter-Status-Report (2903,VM,v=10415,l=48) =
  Policy-Counter-Identifier (2901,VM,v=10415,l=20) = <PC1>
  Policy-Counter-Status (2902,VM,v=10415,l=16) = None


It is expected that only one instance of policy counter is returned in SLA based on its current value, but here it is returned more than once.

The request/response between different system follows a spec - here it is 3GPP spec for Sy or N28.
cnCP/PCRF doesn't expect multiple same policy counter in the SLA to be returned to them which leads to unexpected behavior.
