Billing care error "The system is unable to complete the task. Contact your supervisor"

Consider a setup where Customer account(CA), Billing account(BA) and Service account(SA) hierarchy lies.  One CA will have max 3 to 4 Billing accounts.  At the same time a single BA will have more than 10K SAs as child account.  

When the SA count is approx to 300 or less than 300 SAs, then the Billing care is loading the data correctly. if the SA count goes beyond certain limit then it shows the pop up as "The system is unable to complete the task. Contact your supervisor."
