ACTUAL BEHAVIOR

Incorrect Bseg End date on Closing Bseg

When generating a Closing bill segment for a Stopped SA and the meter has a read on the SA end date with 00:00 time, the bill segment generated has the wrong End date.
The Bseg Period End date shows as 1 day before the actual SA end date.
Issue happens with both Batch billing and Online billing.
