TMS 5.3.x: "ORA-20000:1164100-Cannot create an action assignment in the global domain" when using "Declassify and action" button (Doc ID 2905016.1)

TMS 5.3.1 :

When trying to assign an action in the "Reclassify Verbatim Terms" screen window, the below error occurs:

ORA-20000: 1164100-Cannot create an action assignment in the global domain.

Steps:

1) TMS 5.3.1 > VTA/VTI Maintenance > Reclassify Verbatim Terms
2) Query for the term(s) , select a term which had the 'Glb?' flag marked, and then press on "Declassify and action"
3) Apply an action and press 'Ok' button:

ORA-20000:1164100-Cannot create an action assignment in the global domain

 ( Issue not occurring in lower versions of TMS, i.e 5.2.x)

Result tech-stack error:

ORA-20000: 1164100-Cannot create an action assignment in the global domain.
