Seeing a delay/latency in FLISR Switch Sheet Creation
We are experiencing an issue on their where it consistently takes ~25 seconds for the FLISR Switch Sheet to generate.

• Ran a test by creating a FLISR switching plan
• Ran the command  Action any.TCDBService dump
• Reviewed the "sql command history" in the TCDBService log and identified a query that is consistently taking the about the time reported to generate the plan

The AWR report shows a SQL execution elapsed time closely matching the ~24 seconds of timing (SQL ordered by Elapsed Time table, row 3, elapsed time showing 23.37(s) which also confirms where the FLISR plan generation time is being spent.
