Symptoms

EDD constrained classic plan with component substitution and priority pegging and observing that substitution is not honoring FG demand priority.
FG items
FG1 - priority 17 - qty 1000 on day 1
FG2 - priority 18 - qty 1000 on day 1
using substitute component SUB1
1200 on hand
Pegging 1000 to demand priority 18
Expect to peg to demand priority 17
