Currency Conversion Of ECE Rated Events Of A Usage Products To Account Currency (Doc ID 2907468.1)

Goal

In the following scenario, unable to get the currency conversion done on rated events:

1. Create an account in 840 currency.
2. Purchase a usage product, having 710 currency, to account.
3. Ensure the account/product synced to Elastic Charging Engine (ECE).
4. Ensure the conversion rates are setup in Billing and Revenue Management (BRM).
5. Rate one usage for the product.
6. Rating would be done in 710 currency
7. Load the rated cdr in BRM via pin_rel
8. Observe the balance impact:
  Balance impact of event is in 710.
  Column currency.item_t has recorded the currency as 840 with same amount as 710 ( i.e no conversion happened)
9. Try to observe if conversion happens as Billing time, bill the account.
10. Currency conversion is not happening in bill time either.

Expectation:
Rated events in 710 ( or other currency ) should be converted to 840 currency ( account currency ) either during the loading time ( via pin_rel) or during billing.
