SA_ERROR Shows TRAN_OUT_BAL Error for a Penny but Shows Balanced on POS and in ReSA Screens

ACTUAL BEHAVIOR

When fuel sales are imported that contain discounts the result is TRAN_OUT_BAL errors even though the sales are in balance. Fuel sales will include quantities that are more than 2 decimal points (for example, 205.863 gallons) and unit retails that are more than 2 decimal points (for example, 1.599 per gallon). Although these sales are in balance in POS and show in balance in the ReSA screens there is an SA_ERROR record created with TRAN_OUT_BAL showing a 1 penny discrepancy.
There is an inconsistency between the two calculations that are made. The balance correctly calculated (shows $0.00 as the difference on the screen) in one place but incorrectly calculated (shows ! on the screen and a penny difference in the SA_ERROR record). Either they both should be balanced or both be unbalanced.
STEPS TO REPRODUCE

1. Import a fuel sale containing quantities and retails to 3 decimal points. Include discounts and multiple tenders.
2. Notice TRAN_OUT_BAL error in SA_ERROR
3. Notice sale is balanced in ReSA
