On : 11.3.1.9 version, Cycle Issues

ACTUAL BEHAVIOR
---------------
Cycle hangs processing Policies.
It appears that its attempting to re-process the same Policies over and over again.


EXPECTED BEHAVIOR
-----------------------
Cycle should process Policy Level Activities.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Restore the DB Backup.
2. Execute Cycle Policy Level (03).
