Why Does a Draft Report Not Show Up in the Regulatory Reports (RR) Tab After it was Created in the Batch Report Form?

Case actions > Open > Select the case > Regulatory Reports > Click 'Draft' > Expand Lists of Generated Report

Draft Reports are never listed, and never increment the number of reports generated.
