Unable to Open Any Revision for a Particular Case - '-2147023170 Description: XML ServiceRequest failed' (Doc ID 2913789.1)

Symptoms

A particular case can be opened, but when trying to view any revision of the case via Case Actions > Case Revisions, the error "Error No: -2147023170 Description: XML ServiceRequest failed." appears after waiting for more than 20 minutes. 

This is a large case - it has over 500 revisions, there are 93 records in CASE_PRODUCT, 89 records in CASE_EVENT and 67109 records in CASE_EVENT_ASSESS.

The case does not contain any unusual characters in the Case Narrative as described in note 'Error -2147023170 When Trying to Open a Specific Case (Doc ID 2848312.1)'.

Increasing the Internet Explorer Timeout Setting on the end user's PC as described in the Argus Safety Installation Guide Release 8.1.2, section 8.7 'Increase the Internet Explorer Timeout Setting to Run Reports' had no effect.

 The SQL_TIMES log files show that it takes over one hour trying to open a revision for this case:
