Balance From Discount Bucket is not Getting Retrieved Using Get_bal(1200002) in ECE Rating (Doc ID 2917415.1)

Symptoms

In the user's environment, a resource_id 1200002 is configured with validity dates aligned with billing cycle.
Pricing discount is attached to the alterationRatePlan where this configuration exits in Discount Model to grant General Packet Radio Service (GPRS) Usage.

Rule 1 : The charge amount should be copied into 1200002

It is trying to fetch the balance for 1200002, where it is able to fetch the balance present in the database corresponding to that resource_id (1200002), but it could not retrieve the balance which was created with previous rule. Assumed it is not fetching rule 1, but in rule 1 there is another balance also configured i,e 3000346, which is a temporary balance.  If 3000346 is used into rule 2, then get_bal is working correctly as it is able to retrieve the rule 1 balance.
Another observation is if the validation dates from rule 1 resource_id 1200002 configuration is removed, then it is able to fetch from database along with rule 1 balance.
