Symptoms

Core dump in pin_cycle_fees

Reproduction steps:

1. 2022-01-25 T0 8:39:30 I create an account with an effective date of 2022-01-01. It is a billinfo hierarchy with one parent account and one subordinate account.
2. Add service and product.
3. 2022-04-01 T1 0:00:00 Running pin_cycle_fees. Subordinate account has unbilled cycles, so charging triggers billing.
4. During billing, the system reports an error: "Parent not billed for the cycle subordinate accounts billed."  this is ok.
5. But then it throws a signal 11 from the op_subscription_cycle_forward() function
