Symptoms


ACTUAL BEHAVIOR
---------------
User is unable to configure application security on a transaction that contains a MultiField rule, the transaction cannot be checked out in the securit. However if user comments out the MultiField user can set up the security. User then needs to uncomment once all of the security is configured.

EXPECTED BEHAVIOR
-----------------------
Should be able to configure security regardless of transaction configuration options

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add a new transaction with a MultiField
2. Try and add security for the transaction
3. Comment out the MultiField
4. Try the security configuration again
