Symptoms
Issue while uploading HTS setup into ORMS.
Steps to reproduce:
-------------------
1. Make sure there are entries in CONTRY_TARIFF_TREATMENT table with effective_to date in the year 2099.(country_id: LR, LT)
2. Download the HTS setup template.
3. Remove data from all the sheets except for country_tariff_treatment.
4. In the country_tariff_treatment sheet retain only those entries which have effective_to in the year 2099.
5. Set the action as Update and upload the template.
6. Note the below error occurs.
"The effective to date must be greater than the effective from date."
