Symptoms
ACTUAL BEHAVIOR

P6 is allowing duplicate relationships to be created.
EXPECTED BEHAVIOR
-----------------------
For P6 to not allow duplication of relationships.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Have User A and User B both open the same project
2. Both users select the same activity, activity 1
3. User A creates a FS successor relationship from activity 1 to activity 2,
then immediately closes out of P6.
4. (without refreshing) User B creates a FS successor relationship from
activity 1 to activity 2.
5. User B refreshes data and now there are two identical relationships.
