ACTUAL BEHAVIOR
---------------

When updating one row in the cash flow curve, costs that had been allocated across the date columns in the first row are moved to Unassigned. Before the update was done, Unassigned was set to 0. The data was updated through PIF and Postman.

EXPECTED BEHAVIOR
-----------------------

Updating a cash flow curve row should not cause the costs to be moved to Unassigned in another row.
