Cycle Count Issues with WIP Container (Doc ID 2923285.1)

Symptoms

When Cycle count perform for 2 locations with Work In Progress (WIP) associated, then LOCATION_ID incorrectly updated 

Steps :
0) There are 2 location which set for cycle cont and both has WIP associate to it .
1) Cycle count a location LOC1  to the correct quantity in the reserve location with container should have WIP (wip not yet started start ts and end_ts as null in container wip)
2) Cycle count works fine for this location
3) Continue cycle count for LOC2 the next system select cycle count location to empty, container on this location also has WIP.
4) See that the Container in LOC1 being replaced to LOC2 ( Location_id of container 1 changed to Loc2)
