ACTUAL BEHAVIOR
---------------
When scrolling through Activities the Comment icon on the Activity Screen changes to an ellipse.
This causes the end user to not be able to see if there are Comments associated with the Activity.
EXPECTED BEHAVIOR
-----------------------
The end user should always see the Comments icon.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OIPA.
2. Select a Policy or Client with multiple Activities.
3. Scroll down and then back up - the flag column changes from Icons to Ellipses.
