Drop Collection Snapshots Fails with ORA-12003 (Doc ID 2923552.1)

Symptoms

Drop collection Snapshot with parameter ALL SNAPSHOTS fails with the following error:

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.  Responsibility: Advanced Supply Chain Planning
2.  Navigation: Other > Requests > Submit a New Request
3.  From the Name list of value, select the Drop Collection Snapshots concurrent program.
4.  For the Snapshot Name parameter, select ALL SNAPSHOTS from the list of value.
