Work Area Install Hits ORA-12154: "TNS:could not resolve the connect identifier specified"

Symptoms
When attempting to install a Work Area, the following error occurs:

Number of errors which occured while deploying the audit unit is 3
Unit Name=CDR_WA2B_630C59291_$DROP_1
ORA-12154: TNS:could not resolve the connect identifier specified
Per OWB.log, the error reads:
2022/12/19-20:47:22-CET [6490832E][CDR_RTREPOS.CDR_RTREPOS] java.sql.SQLException: ORA-12154: TNS:could not resolve the connect identifier specified
at oracle.jdbc.driver.T2CConnection.checkError(T2CConnection.java:777)
at oracle.jdbc.driver.T2CConnection.logon(T2CConnection.java:423)
at oracle.jdbc.driver.PhysicalConnection.<init>(PhysicalConnection.java:553)

The issue can be reproduced in the customer's environment with the following steps:
1. Attempt to install a Work Area.
2. Verify the Work Area install log.
