Symptoms

On : 12.0.0.4.0 version, Performance tracking

Elastic Charging Engine (ECE) Configuration consists of 32 Elastic Charging Server (ecs) processes 32 x (2.2Mi 24GB RAM)
Shutdown of server hosting two Virtual Machine (VM)s
VM1 hosting 3 ecs pods
VM2 hosting httpgateway5g
VM1 started back up in 2 mins; however, the 3 ecs processes went into: unknown, running 0/1 state for 58mins.

They eventually came up although for production this is not acceptable.
