Item Buckets Are Not Created During Partial Bill for Wholesale (Doc ID 2924631.1)

ACTUAL BEHAVIOR

Wholesale billing is configured in this scenario.

All the items are configured as pre-create.

Parent account does not have any products with /item/cycle_forward_arrear. These types of accounts can have product /item/purchase.

When running partial billing, it is expected the item for both child accounts and corresponding item for the parent (wholesale billing) account are created, but the user observes that only the item is created for child, not the parent during the partial billing.

After the final billing, then one can see the parent item has been created.
