Auto-top Up Bucket was not Getting Created When Usage Occurred at the Last Minute of Validity

Symptoms
The new Auto-top up bucket was not getting created when usage occurred at the last minute of validity of the current bucket.
EXPECTED BEHAVIOR
-----------------------
No error and not FUI and auto topup bucket should be granted.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Dynamic Quota configuration where validity time is 600sec.
2. ProductConfiguration should have validity time of 3600sec.
3. BalanceItem is expiring at midnight, and usage request is sent at 23:30PM.
4. See the error no Nullpointer is thrown.
