MSS is allowing an order to be moved to fully complete status without requiring a DD task. Once the last task on the order is closed, the application moves the order status to 901. No item statuses are updated, so
all items remain as 'Pending'. The order can no longer be updated in the application since it is view only and supplements cannot be processed. This causes data integrity issues due to closed orders with pending items. Since
there is no way to reverse this in the application, any order in this scenario must be updated from the DB to be allowed to continue processing.

This problem is typically found in cases where the task that is supposed to pick a child plan was completed without picking a child plan. The preference to force NEWTASK to have a child plan before completion is set, but the system will still allow the completion if the 'Validation Required' checkbox on the task is not marked.

We also have scenarios where the user marks the NEWTASK as 'Not Required', then closes the last open task with the same behavior. The application should not allow an order to be completed without processing a DD or
processing a supplement cancel.
