On : 11.3.1.10 version, Visual Editing

ACTUAL BEHAVIOR
---------------
Rules Palette not displaying all Comment Templates.
The environment has a number of Comment Templates that do not display within the RP - Admin Explorer Tab.
However the records are present within the AsCommentsTemplate table.


EXPECTED BEHAVIOR
-----------------------
All Comment Templates should be displayed within the RP - Admin Explorer Tab.
