RPLBLD Is Not Picking Up Items In ORD_TEMP To Create PO During Semi-auto Replenishment Run (Doc ID 2929100.1)

Symptoms

RPLBLD  is not picking up items in ORD_TEMP to create PO, during semi-auto replenishment run.  There are items running in Semi-Auto mode, for which an ROQ is generated, and they get an ORD_TEMP_SEQ_NO in REPL_RESULTS, but the PO is not created and there is no ORDER_NO in REPL_RESULTS.

The expected behavior is that the PO should be created and there should be an ORDER_NO in REPL_RESULTS.
