BOC Creates Additional Entries in Schedule Table When Billing Job Is Modified

Symptoms
It was observed that in Business Operations Center (BOC) installed in Could Native environment, BOC is creating multiple entries in the schedule table in below scenario:
- Create one Billing job to run billing on every day midnight say 12:00 AM.
- Edit the same job and change the schedule time to 12:05 and again change the time to 03:00 AM/06:00 AM.
- Whenever user is changing the schedule time it is creating new schedule entry in BOC schedule table job_schd_config_t instead of updating the existing one. This results in same Billing Job running multiple times.
- Also whenever user updates the time or changes parameter/attributes in Billing job, BOC is creating corresponding /job_template/billing object and the previous /job_template/billing object status is updating to 10103 (which is closed).
