Symptoms
On : 2.5.0.1.0 version,
Alias changes on devices with off-nominals or outages causing model build errors
Project is getting MBS-03003 errors when attempting to build some maps when devices have their alias changed and the device has an outage or off-nominal, even though the key device properties (class, handle, phase, NCG and connectivity) have not changed.

Device: <device alias>
Condition RO 4.0 on device <device handle> (<device alias>) cannot be removed during commit.
The issue can be reproduced at will with the following steps:
1. Have a map with a device with an RO on it.
2. Build a map that changes the alias of the device
3. Observe the MBS-03003 error
