Reim auto match batch fails with 'unable to get stable set of rows' error

Steps to recreate:
--------------------
1. Make sure to setup IM_SUPPLIER_GROUPS for the supplier with MATCH_KEY as PO
2. Create an item with same supplier and multiple origin countries and unit cost in item_supp_country table.
3. Create order with the above item criteria with two different locations and two different unit cost in ordloc.
4. Create an invoice for the above order and try to run auto match. Now notice that the job gets aborted with the 'unable to get stable set of rows error'.
