OC 5.4 Server Code Install Fails With OUI Message: 'The spawned process exited with non-zero exit code!!'.

Symptoms
1)
Oracle Universal Installer (OUI) returns the 'The spawned process exited with non-zero exit code!!' error i.e.
2)
'installActions2023-03-07_09-59-58AM.log' contains 'Permission denied' errors when updating inventory:
