Oracle Healthcare Data Repository (HDR) version 8.1.3

ACTUAL BEHAVIOR
----------------------

HDR ignores side effect configuration for AssignedEntityDevice, versioning the object even though CREATE_IF is specified.

EXPECTED BEHAVIOR
-----------------------

Expect the side effect is honored. 

 

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Execute the program.

2. Noticed OHF_HDR_ASSIGNED_ACTOR table growing, with the relevant object's version number increasing (note, some objects of v1 are expected, but the object being versioned should not be versioned - see the corresponding II table to validate the assignedEntityDevice object in the inbound message)
