In a ruleset configured on createFlowIdentifier, FlowIdentifier.getIdentifier is always NULL and FlowIdentifierRange.isIncludeUnTagged always FALSE.

Case 1: Create a Managed FI and with Identifier field populated. Verify the value of Identifier field in a ruleset configured before

createFlowIdentifier, it's always NULL.

Case 2: Create an untagged FI [by checking 'Untagged Flow Identifier'] attribute. Verify the value of FlowIdentifierRange.isIncludeUntagged, its

FALSE instead of TRUE.
