Insufficient Privileges When Deleting OC Study (Doc ID 2937579.1)

ISSUE:

When attempting to delete a study from Oracle Clinical (Design->Studies->Delete Study), the below error is seen:

56: Unexpected error. ORA-01031: insufficient privileges

The error is seen on a database that has been upgraded from OC 5.2.1 to OC 5.4.0 or, is a fresh install of OC 5.4.0.
