Goal
When there are more than one policy counters which is getting updated due to same event (either bundle creation or deletion), ideally there should be one Subscribe-Notifications-Request (SNR) with all updated counters .
In the current implementation, once can see one notify having one counter each.
Technically there is no issue or violation of 3GPP specifications, but this could impact the traffic exchanges and load on Policy and Charging Rule Function (PCRF) and Charging Gateways (CHF).
