Functional Job Users Do Not Receive Initial Notification When Change Is Promoted (Doc ID 2940692.1)

Symptoms

Agile 9.3.6 RUP18

In this scenario, workflows are designed using Approval Matrix and Functional Teams.
If a job function configured in the workflow is missing a user to populate, ("?" unknown user to be filled in during Status change), the named users do not receive the original notification.

Steps to reproduce:

  1. Login to Agile Web Client - http(s)://<FQDN>:<port>/Agile/PLMServlet
  2. Create change
  3. Promote Change to CCB status:  Approvers are added automatically by the system. Notice that some of the users show "?" as not yet identified at this stage.
  4. Promote the change to next Status (Review)
  5. Users don't receive the initial notification, but later they receive the reminder that they have not responded in time.
  6. Check Change History Tab: it indicates that all users were notified, which is not accurate.
