BRM Assigns Incorrect /item/adjustment Poid For Multiple Adjustments (Doc ID 2940896.1)

Goal

BRM assigns incorrect /item/adjustment poid for multiple adjustments when PCM_OP_ACT_USAGE opcode is used to pass adjustment.


Steps to reproduce the issue:
1. Passing adjustment by using PCM_OP_ACT_USAGE opcode;
2. executing PCM_OP_BILL_ITEM_TRANSFER from /item/adjustment to /item/cycle_tax;
3. After item transfer status of item adjustment has become 4;
4. when one passes another adjustment on same /item/cycle_tax, it's assigning the same /item/adjustment to the new event, even if item status is 4.

Expectation:
It should assign a new /item/adjustment as the existing item is closed.
