Symptoms
When you consume InvAdj message with duplicate InvAdjDtl records in the payload, RMS does not throw any error.
What is Working

When you attempt to create duplicate Inventory Adjustment via RMS UI (Inventory by Location), it will throw "Cannot duplicate item <ITEM_NUMBER_VALUE> and reason <REASON_VALUE>. Please modify or delete one of the duplicate records" error.
Steps to Reproduce
-----------------------
1. Consume an InvAdj payload with duplicate InvAdjDtl records.
2. Notice that the Inventory Adjustment would be created successfully in the INV_ADJ table.
